Can I look up a banned Twitch channel?

A banned channel stops serving its page, so the check comes back with nothing. That is also what an unregistered name returns, which is why an empty result settles very little on its own.

Does Twitch show a streamer's real name?

Only when the streamer wrote it into their own bio. What Twitch itself publishes is the login and the display name, and the streamer picked both.

What does the tick on Twitch mean?

It marks a partner channel. Twitch grants it for audience size and streaming commitment, so read it as reach rather than as an identity check.

Can I find out when someone last streamed?

Not from the profile fields. You get whether the channel is live at the time of the check, and past broadcasts sit on the videos tab of the channel instead.

Do follower counts include paying subscribers?

They are two different numbers. Following is free and public, subscribing is paid, and Twitch keeps subscriber totals off the public profile.

The same login exists on Discord. Same person?

Treat it as a lead. A name being taken on two platforms is common, sometimes because one person took both and sometimes because a second person copied the first.
